A deliberate, case-by-case process.
Roane County, Tennessee has adopted Policies and Procedures to guide the Boards in considering and evaluating on a case-by-case basis whether particular projects in the Local Governments will be eligible for a payment in lieu of taxes ("PILOT") incentive.
The Policies and Procedures should not be construed to require the Local Governments or the respective Industrial Boards to approve a PILOT incentive for any Person. Every request is weighed on its own capital investment, job creation and community benefit.

Review the Policies & Procedures
Roane County has adopted formal Policies and Procedures guiding how the Boards weigh capital investment, job quality and community impact.
Board evaluation
The applicable Industrial Board considers each PILOT request case-by-case. Approval is never automatic or guaranteed for any applicant.
Agreement & compliance
Approved projects operate under a negotiated PILOT agreement with reporting requirements that keep the incentive tied to delivered results.

PILOT is the incentive — location does the rest
A PILOT agreement is only part of the equation. Pair it with no personal state income tax, a 6.5% corporate excise tax, minutes from I-40 and I-75, and a labor shed of 400K+ workers, and Roane County's total cost of doing business consistently pencils out ahead of comparable locations.
